China’s expanding Arctic fleet: Research, strategy, and the race for polar power

For all the firebrand warnings about Chinese ships in the high north, the Arctic fleet that Beijing maintains remains, in practice, limited but steadily growing—and, crucially, revealing.

At a press briefing in January, U.S. President Donald Trump framed his interest in acquiring Greenland as a defensive gesture against China’s Arctic ambitions. “You look outside, you have China ships all over the place,” he claimed. But this claim paints a misleading picture. Rather than prowling Arctic waters with military intent, China’s actual maritime footprint in the region remains modest and largely research-focused.

Still, Beijing’s interest in the Arctic is far from symbolic. In its 2018 Arctic Policy, China declared itself a “near-Arctic state,” affirming economic, scientific, and strategic interests in the region. The Arctic, while making up only a sliver of global maritime commerce, offers access to critical resources and shorter shipping routes—particularly attractive to China’s sprawling Belt and Road Initiative. Beijing dubbed its northern ambitions the Polar Silk Road, anchoring them within its broader geopolitical vision.

The Arctic fleet forms the material expression of that interest.

Modest presence, strategic aspirations

Today, Beijing’s presence in Arctic waters doesn’t match the alarm bells ringing in Western capitals. Most Chinese vessels in the region are civilian, primarily tasked with scientific research. Only in October of last year did Chinese Coast Guard ships appear in the Arctic Ocean for the first time—an event noted more for symbolism than scale.

Still, even as it has scaled back infrastructure and extractive projects in the Arctic following international resistance, Beijing is investing heavily in polar shipbuilding and research. At home, Chinese shipyards and research institutes are equipping the country for future polar operations, developing next-generation ships, and expanding scientific capacities. This growing Arctic fleet reveals much about China’s intentions.

Ice class: A measure of capability

Polar vessels must be specially built to withstand icy waters, and these ships are classified accordingly. The International Association of Classification Societies ranks vessels from Polar Class 1 (capable of operating year-round in all conditions) to Polar Class 7 (limited to summer and autumn operations in light ice conditions). Most ships involved in China’s Arctic ventures are rated Polar Class 3 to 6—adequate for research during seasonal windows but not year-round military operations.

It’s also worth distinguishing between genuine “icebreakers” and ice-capable ships. While the term is often used loosely, true icebreakers are rare and require significant hull strength and engine power to carve paths through thick ice.

China’s Arctic fleet: Ship by ship

Xue Long (Snow Dragon)

Originally built in Ukraine in the late 1980s as an ice-breaking cargo vessel, the Xue Long was acquired by China in the early 1990s and retrofitted for research. It carried China’s first Arctic research mission in 1999 and served as its sole polar ship for two decades.

China’s first domestically built polar research ship, the Xue Long 2 entered service in 2019. Constructed with Finnish assistance, it’s rated Polar Class 3, making it China’s most capable vessel for navigating dense ice conditions. It plays a central role in summer Arctic expeditions and supports long-term scientific missions.

Ji Di

Launched in 2023, this vessel is China’s first designed specifically for hydrographic surveying in polar conditions. At 5,600 tons displacement and rated only to Polar Class 6, the Ji Di operates mainly in lighter ice environments and typically requires escort from more powerful vessels like the Xue Long 2. It is operated by the Ministry of Natural Resources.

Interestingly, the U.S. Department of Defense refers to the Ji Di as a “research icebreaker” in its 2024 China Military Power Report—despite its limited ice class. The ship splits its time between Arctic summer research missions and winter work in the Bohai Gulf.

Zhong Shan Da Xue Ji Di

This Polar Class 4 vessel has a storied past. Built in 1982, the Canadian-designed, Japanese-built ship was previously used in oil and gas operations in the Beaufort Sea and around Sakhalin Island. In 2021, Sun Yat-sen University purchased and refurbished it for polar research. It now supports academic missions to the Arctic and Antarctic, part of China’s push to engage universities in its Arctic fleet operations.

Tan Suo San Hao

Currently being finalized at Guangzhou Shipyard, this ship will mark a significant addition to the Arctic fleet. With a 10,000-ton displacement and Polar Class 4 rating, it’s designed to launch deep-sea submersibles in polar waters. The Chinese Academy of Sciences, which operates it, has announced plans for manned dives to the Arctic seabed—a move echoing Russia’s 2007 North Pole expedition, which planted a titanium flag on the ocean floor.

A research mission with strategic depth

These ships form the spine of China’s Arctic ambitions—not in a military sense, but in terms of presence and data collection. In 2023, for the first time, three Chinese vessels—Xue Long 2, Ji Di, and Zhong Shan Da Xue Ji Di—operated north of the Arctic Circle simultaneously.

Their missions encompass climate studies, oceanographic mapping, and meteorological monitoring. But their research isn’t purely academic. Experts note that civilian missions can carry “dual-use” potential. Environmental data and bathymetric surveys can assist naval planning. Sensors deployed by research teams could track or interfere with NATO underwater assets.

These suspicions, while not proven, are enough to make Western observers nervous. China’s civilian Arctic operations blur the lines between scientific research and strategic reconnaissance.

Infrastructure on land and under ice

China’s growing Arctic fleet is matched by investments on land. The government is funding engineering labs dedicated to cold-region technologies and advancing materials science for polar equipment. Shipbuilders are refining hull designs for efficiency and resilience in harsh polar environments.

Resources are also flowing toward the development of autonomous underwater vehicles (AUVs) and other remote sensing platforms. These systems are meant to support long-range, unmanned missions—capable of operating beneath polar ice. Some are designed to dock with mother ships like the Tan Suo San Hao.

Meanwhile, China continues to propose Arctic infrastructure abroad, though with less success in recent years. Projects in Iceland, Norway, and Canada have met resistance or fallen through. Still, cargo traffic between China and Russia through the Northern Sea Route is growing, driven by LNG trade and state-supported logistics.

A fleet in transition: Research-driven, strategically tuned

While the existing fleet largely serves scientific missions, its evolution suggests a more complex agenda. Beijing’s ability to operate in harsher conditions, year-round, indicates more than a commitment to environmental data gathering. It reflects a strategic positioning—one that could eventually support broader economic or even military objectives under the cover of research.

The Arctic fleet’s growing capacity to access remote regions, gather high-resolution seabed and atmospheric data, and remain deployed for longer stretches, makes it a powerful tool in China’s global toolkit. The line between “peaceful presence” and “preparatory positioning” continues to blur.

The coming icebreaker: Beijing’s polar power play

China’s planned Polar Class 2 icebreaker will be a game-changer. At 160 meters long and displacing 25,000 tons, this future flagship of China’s Arctic fleet is expected to break ice over 2.5 meters thick—making it capable of navigating Arctic waters throughout most of the year.

Although construction is expected to begin in 2025, it could take five to ten years before this vessel joins active service. When it does, it will mark China’s entry into the elite club of nations capable of sustaining operations in extreme polar conditions. Its role is officially scientific, but its capability opens new frontiers in logistics, emergency response, and potential escort operations for Chinese-flagged vessels.

Beyond science: Logistics, strategy, and the Polar Silk Road

China’s Ministry of Natural Resources is also eyeing this next-generation icebreaker as a replacement for the aging Xue Long, whose logistical duties are vital to maintaining China’s Antarctic bases. However, it’s in the Arctic where this new ship could enable sustained presence and rapid response—two qualities vital to Beijing’s vision for a Polar Silk Road.

The vessel’s potential to support search and rescue, manage ice for merchant traffic, and ensure sovereignty over China’s Arctic interests hints at broader strategic utility. In parallel, the Ministry of Transport’s support for a heavy icebreaking rescue vessel reinforces Beijing’s ambition to be seen as a responsible and capable Arctic stakeholder.

Domestic innovation: Toward an indigenous Arctic fleet

China is not only building ships—it’s building the capacity to build polar ships independently. With foreign technology previously essential for thrusters, hull materials, and ice tank testing, Chinese research institutes are now closing the gap.

Key developments include:

  • Far East Winterization Lab simulating Arctic conditions as low as -70°C.
  • A new national ice basin under construction by the 702 Institute for hull testing.
  • Collaborative projects between the 708, 704, and 712 Institutes, aiming to develop homegrown Polar Class propulsion systems.
  • Early exploration into nuclear propulsion, hinting at long-range ambitions.

This “domestication” of technology means future additions to China’s Arctic fleet may be designed, tested, and constructed entirely on Chinese soil—a leap forward in autonomy and strategic capability.

The Russia factor: Cooperation, hesitation, and opportunity

Russia’s dominance in Arctic infrastructure—and its lack of shipbuilding capacity—makes it both a partner and competitor. Chinese expertise could help Moscow meet its goal of drastically expanding traffic on the Northern Sea Route (NSR), especially as sanctions continue to restrict Western involvement.

The formation of a China-Russia joint commission for Arctic shipping in 2023 signaled deeper cooperation. While Moscow is wary of technology transfers, necessity may override caution. Plans are already underway for Chinese-built ice-class container carriers to serve new lines between Arkhangelsk and Chinese ports.

However, sanctions risk stalling such projects. China’s shipyards, already operating at full capacity, are cautious of politically sensitive contracts. But should the geopolitical climate shift, China’s Arctic fleet may soon be flanked by Chinese-built ships flying Russian flags.

The military variable: Polar frontiers and dual-use technology

The final, and perhaps most sensitive dimension of China’s Arctic fleet is its dual-use potential. While no official Chinese naval vessel has operated in the Arctic, military interest is growing. The People’s Liberation Army Navy (PLAN) has funded studies into ship-ice interactions, collaborated with civilian institutes, and contributed to internal calls for “urgent development” of polar equipment.

Institutes tied to the Central Military Commission are now participating in polar design standardization efforts. Whether this leads to future military deployments is unclear—but the infrastructure, vessel platforms, and supporting data will already be in place.

As military analysts put it: polar science may be the wedge, but security is the lever.

Watching the ice shift

China’s Arctic fleet may still be limited in size, but not in scope. Each vessel—research or otherwise—adds a new dimension to Beijing’s polar strategy. With the development of new icebreakers, propulsion systems, and Arctic-capable logistics, China is signaling that its interest in the region is strategic, sustainable, and here to stay.

In the next decade, the Xue Longs of today could be joined by a robust fleet capable of operating throughout the Arctic calendar year—cementing China’s place in the new great game unfolding at the top of the world.
